| What Should Universal National Service Look Like? |
Last month, nine nationally recognized leaders in the area of national service participated in an online forum on the topic, "What Should Universal National Service Look Like?" Among those participating were John Gomperts, from Civic Ventures; Rosabeth Kanter, from Harvard Business School; Alan Khazei from Be The Change, Inc.; John Bridgeland, from Civic Enterprises; and William Galston, from the Brookings Institution.

| What Does "Volunteer Leaders" mean for Senior Corps projects? |
The 2008 Project Directors Survey indicated that one-third of Senior Corps project directors were unsure how Volunteer Leaders may affect their project. Here's a brief overview:
Legislation provides authority for programs to use Senior Companions as volunteer leaders. These volunteers use their leadership and managerial skills to assist staff with programmatic administrative functions such as recruitment, marketing and volunteer placement. These leaders can perform many tasks to enhance the operation of the program; however, they cannot supervise other volunteers. The service of Volunteer Leaders has been invaluable to programs that cannot afford to hire additional staff. Volunteer leaders also allow programs to have a greater presence and visibility in a community.
The volunteer leaders can be provided with a financial incentive of up to $50.00 per month, in addition to an hourly stipend. Current legislation does not allow Foster Grandparents and RSVP volunteers to act in this capacity with the additional financial incentive.
At one time, through PNS grants, many RSVP programs utilized volunteer leaders. For instance, through the America Reads initiative, RSVP leaders served as liaisons with the schools, helped recruit and place volunteers, and helped track data required for reports.

Bylaws Vote Results
The NSCA Board of Directors announces that the proposed change to the NSCA Bylaws was approved. With the required two-thirds of members voting, the bylaws were passed with 99.8% of the votes in the affirmative. The bylaws may be viewed on our website, www.NSCAtogether.org.
