Generations Invigorating
Volunteerism and Education Act -
the GIVE Act (HR 2857) - is
coming up for a vote of the full
House of Representatives soon -
tentatively scheduled for
Wednesday, March 5.
HR 2857
offers many, many positive
improvements for Senior Corps.
It
contains numerous provisions intended
to give the National Senior
Service Corps a
"face-lift" since its
creation four decades ago.
NSCA has been instrumental in
proposing and/or supporting
changes such as lowering the
entry level age to 55 for FGP
and SCP; re-defining stipend
eligibility to 200% of poverty
level; allowing Senior Corps
projects to accept donations and
permitting FGP and SCP the
option of utilizing up to
15% of their budgeted stipend
positions for over-income
volunteers - such as those
slightly over income eligibility
- as long as those meeting
income requirements are not
displaced. NSCA has also
been working to revise language
in the bill regarding RSVP
re-competition; there have been
a number of improvements made to
this section of the bill.
Overall, NSCA views HR 2857 as a
positive and important milestone
for Senior Corps.
