National Service Legislation Update
  
The House Education and Labor Committee, which has jurisdiction over the reauthorization of national service has stated they are preparing for another stab at reauthorization.  As you will recall, we were all devastated when their earlier attempt, the GIVE Act, was narrowly defeated by just one vote.  We applaud the Committee for their dedication and commitment.  The leadership of the Committee has not changed; therefore, they will begin with the same GIVE Act legislation offered previously.  They have requested input from the national service community.  NSCA and our Washington Representative will work with the Committee to get additional provisions added to the existing draft. 
 
The Serve America Act, written by Senator Kennedy and Senator Hatch, does not reauthorize any existing national service programs.  NSCA has intensified discussions with Senate staff to ensure that provisions supportive of Senior Corps programs are included in the bill. 
Appropriations Update 
 
Currently, the U.S. is operating under a Continuing Resolution, which funds all federal spending until 2009, giving the President-elect time to be sworn in and the new Congress time to be convened.  Appropriations bills for fiscal year 2010 will be passed into law in 2009.  With Democrats having an even larger majority in the House and the Senate, and having a President of the same party, they can probably pass the appropriation levels they want.  However, they do not have the money to fund those appropriation levels.  It will be incumbent upon Senior Corps programs to document how the programs have already sacrificed, although they will continue to do so.  Most importantly, Senior Corps must document how every dollar spent on FGP, RSVP, and SCP actually saves money for the U.S. economy because volunteers provide savings and create value for the economy.  NSCA may be asking for your input to support our requests for increased funding, e.g. recording the number of volunteers, clients, community initiatives, children waiting to be served, and maintaing a wait list of prospective volunteers. 
NSCA Works to Expand National Service Through Service Nation
  
NSCA is officially a member of Service Nation; what an honor and an opportunity.  We are one of 119 organizations united in the effort to expand the national service movement.  Board members are working together with Service Nation to create more national visibility for Senior Corps and awareness of the unparalleled service provided by Foster Grandparent, RSVP, and Senior Companion volunteers.  NSCA recently participated in the Service Nation Strategy Session and participates in follow-up Organizing Committee conference calls.  Our Washington Representative, Priscilla Chatman, and other Board members look forward to participating in working groups with other national service programs that make up Service Nation.  For details about Service Nation, see the Members Only section of the NSCA website, www.NSCAtogether.org.
NSCA Signs On to LCAO Letter
 
NSCA is an active member of the Leadership Council of Aging Organizations (LCAO).  On behalf of our membership, NSCA signed on to an important letter from the LCAO Community Services Committee.  The letter was directed to Appropriations leaders in Congress and continues the ongoing Older Americans Act (OAA) funding advocacy.  The bill will need to be completed after the 111th Congress convenes in January.  According to LCAO, there is "pre-conferencing" going on now, hence the timing of the letter.  As you know, the Older Americans Act contains many provisions that will have far-reaching benefits for all of our senior volunteers.   
 
 
 
Alabama Project Director Wins Laptop Computer 
NSCA announces Margaret Wiley, SCP Director from Cullman, Alabama, as the winner of the recent membership drive drawing for a free Dell laptop computer.  All who joined NSCA by October 31, were entered into the drawing and had a chance to win.  Congratulations Margaret!
