Taking
Steps to Fight for
Senior Corps
Funding
|
|
In
early February, we
informed you
that President
Bush's budget
for FY 2009
included deep
devastating cuts
to the Foster
Grandparent
Program, level
funding for RSVP
(from FY 2007
levels), and
current level
funding for the
Senior Companion
Program (in
actuality, a
$820,000
decrease from FY
2007 levels). Later
that month, the
NSCA Board went
to Washington,
D.C. and hand
delivered to
Congress a
request for
increased
appropriations
funding for all
Senior Corps
Programs.
Our Washington
Representative
also presented
our
appropriations
request to the
House and Senate
Appropriations
Committees.
She continues to
meet with the
Appropriations
Committee
members to
stress the need
for increased
funding.
Although the
appropriations
process is a
long one with
the bills
probably not
being finalized
until the fall,
you can take
action steps to
fight for
sufficient
funding levels
for Senior Corps
programs.
This
year, the
federal budget
is very tight.
It's tighter
than it's been
in years.
There is little
money available
for programs
like Senior
Corps. The
Senior Corps
community will
have to work
very hard just
to maintain
level funding.
YOU
CAN HELP BY
TAKING ONE OR
MORE OF THESE
FOUR ACTION
STEPS.
Option 1
The
most important
thing you can
do is visit
the local
offices of
your U.S.
Representative
and Senators
and meet with
the elected
official or a
member of
their staff.
It is
essential that
those who can
do this do so.
Take your
colleagues
with you and
take friends
of Senior
Corps.
Nothing has
the impact of
a personal
visit; it has
a lasting
impact. Click

Ask them to
inform their
Labor HHS
Subcommittee of
the
Appropriations
Committee that
they must
appropriate
adequate funding
for Senior
Corps in FY
2009. Tell
them that you request
$241.041 million
for Senior Corps
programs.
The breakdown by
program is:
- $116.897
million for
the FOSTER
GRANDPARENT
PROGRAM
- $72
million for
RSVP
- $52.144
million
for the
SENIOR
COMPANION
PROGRAM
Additionally, tell
them how the
proposed budget will affect FGP,
RSVP, and SCP.
Lastly, cite
information from
the "Proposed
Administration FY
2009 Budget Cuts
and Their
Consequences" paragraph,
located at the
bottom of the NSCA
Congressional Budget
Request.

2
Send a
letter to
your U.S.
Representative
and
Senators,
telling them
of the need
for adequate
appropriations
funding.
See

Just address
the letter
to your
member of
Congress and
then sign
your name.
Or you can
use it as a
sample and
add to it or
alter it.
You should
then fax the
letter to
the member's
office.
Option
3
Send an
email.
You can take
this same
letter and
send it by
email to your
U.S.
legislators.
Option 4
Call
the offices of
your U.S.
Representative
and Senators.
Tell them the
same things
mentioned in the
first option.
Taking
these steps
will educate
members of
Congress on
the importance
of the Senior
Corps
programs.

Letter to
Increase Funding
for All
Senior Corps
Programs |
Dear
Representative
or Senator,
As
a Program
Director for (or
friend of) a
Senior Corps
Program,
I write
to request
increased
appropriations
funding for all
Senior Corps
Programs: Foster
Grandparent,
RSVP and Senior
Companion
programs, for
Fiscal Year
2009.
Funding
for these
essential
programs is
leveraged to
save millions
more to the
federal budget
and billions to
the American
economy as a
whole.
Specifically,
I request
$241.041 million
per year (up
from the current
level of
$213.785
million) for
these programs
with the
breakdown as
follows:
$116.897 million
for the Foster
Grandparent
Program, $72
million for the
RSVP, and
$52.144 million
for the Senior
Companion
Program.
The
President's
budget supports FY
07 funding
levels for RSVP,
maintenance of
the current
funding level
for the Senior
Companion
Program (a
decrease of
$820,00 from FY
07 levels), and
the drastic
reduction of 40%
to the Foster
Grandparent
Program from the
current funding
level.
The
loss of
$40,000,000 to
the Foster
Grandparent
Program will
result in a
decrease of over
9,000 volunteer
service years
which translates
into a cut of
over 16,000
individual
volunteers, a
loss of over
9,396,000 hours
of service, and
135,040 less
at-risk children
and teens being
served,
including those
with special and
exceptional
needs.
Increased
funding for
the Foster
Grandparent
Program, RSVP,
and the Senior
Companion
Program is
essential,
especially
during difficult
federal budget
times when
senior
volunteers have
been a
stabilizing
force across our
nation by
providing the
most
cost-effective
services to
those in need.
Now as our
communities are
faced with
increasing needs
and shrinking
resources,
Foster
Grandparent,
RSVP, and Senior
Companion
volunteers are a
growing natural
resource to help
our communities
meet the
critical health
and social
challenges
facing our
nation.
The
Senior Corps
programs offer
older adults the
opportunity to
meet pressing
needs in their
communities.
Foster
Grandparents are
limited-income
seniors (125% of
poverty), age 60
and older, who
serve at-risk
children with
special needs by
providing one to
one support in
the classroom,
head start
settings and
various other
agencies
expanding the
capacity to
provide critical
services.
Senior
Companions are
limited-income
seniors (125% of
poverty), age 60
and older, who
serve at-risk,
frail elderly
reducing the
need and
premature
placement in
long-term care
facilitates.
RSVP
volunteers are
55 and older and
serve in areas
that impact
positive change,
improve quality
of life, and
meet critical
needs in their
communities.
I
ask your support
for this request
to restore and
increase Foster
Grandparent
Program funding
and to increase
funding for RSVP
and the Senior
Companion
Program.
As your
constituent, I
ask that you
voice your
support by
calling and
writing the
chair of the
Labor HHS
Subcommittee of
the
Appropriations
Committee and
urging for the
specific funding
levels listed
here. I
