The Latest on Funding for FGP, RSVP, and SCP  

 
As NSCA reported previously on Thursday, June 26, in a final act before leaving for recess, the Senate Labor HHS Appropriations Committee voted to restore all the funds cut from the Foster Grandparent Program by the President's Budget. 
 
They rejected the $40,825,000 cut recommended for FGP in the President's Budget and instead restored the full amount, bringing the program back up to the current FY08 funding levels.
 
The bill also maintained level funding for the Senior Companion Program and RSVP.
 
NSCA continues to advocate for critical increased funding for FGP, RSVP, and SCP.  While we are grateful that the Senate committee did not cut Senior Corps programs in 2009, in reality, level funding at FY 2008 levels in our current economic climate is a cut.  It is, however, a significant victory at this time to emerge from the mark up process with level funding.  This is just one step in a long appropriations process.  Next, the full Senate must pass the bill, and the House must also pass a Labor HHS Appropriations bill.
 
We've already sent you Senior Corps Funding Update #1 and Senior Corps Funding Update #2.  NSCA will continue to work on your behalf, will continue to send you new updates as Congress moves through the appropriations process, and will inform you of ways you can help to secure long overdue increased funding for our programs.

Reauthorization Update
 
As you know, the House reauthorization bill failed.  The Senate is starting from the beginning.  NSCA is submitting their recommendations for inclusion in the bill.  Sadly, Senator Kennedy, chair of the HELP committee with jurisdiction over this legislation, is being treated for cancer and is not expected to work on this immediately.  Other Senators may take up reauthorization later.  Do not expect any rapid action.  With a presidential election upon us, and totally aside from Senator Kennedy, Congress will probably not do anything bipartisan.  
Reminder:  Congress on Recess in August
  
Congress will be on a long recess in August.  You are encouraged to visit your Senators and Respresentatives in their home offices.

RSVP Project Director from California Wins $250 Prize 
 
NSCA congratulates Laurie Parish, project director of RSVP of Sonoma County (Santa Rosa, California), for winning NSCA's $250 membership cash prize.
 
The names of those who submitted their renewal or joined by the early June deadline were submitted into a drawing for the cash prize.  Laurie's name was drawn at the NSCA national meeting in Atlanta.

Last year, many project directors told me that they just weren't convinced that a combined national association could be effective in meeting the needs of and advocating for the respective Senior Corps programs. They felt that doing it through a combined national Senior Corps association was not the way to do it.  Most said they would wait and see how a new combined national Senior Corps association responded to the needs of FGP, RSVP, and SCP; how it listened and responded to the voice of project directors; and how it conducted its business.  Fair enough.
 
During the national convention, many of those same folks, plus a few others that I had never met or talked to, came up to me and said that they now believe that NSCA is effective, that NSCA is doing it right, and that NSCA listens to them.  They also said that it was apparent that the Board works very hard for the benefit of all Senior Corps programs.  One of the best feel-good comments came from a project director in California.  He simply said, "you get it."  All the comments have certainly been validating. 
 
To all of you who came up to me and thanked us for our hard work, I thank you.
