The Latest from
Capitol Hill
|
Congress
went on
recess on
August 4th
and will
return
after
Labor Day.
It's a
perfect
opportunity
to visit
your
legislators
in their
home
office.
The NSCA
Senior
Corps
Education
Campaign
brochure
and materials
provide useful
information
on the
need to
meet with
your
legislators
and the
issues
affecting
Senior
Corps. See
the
website www.NSCAtogether.org
for all the
information on
how to
schedule and
conduct a
congressional
meeting and
what to
discuss.
Right now,
the big
news from
Capitol Hill
is that
Congressional
leadership
said they
will
probably
adjourn for
the year at
the end of
September.
This is to
give members
time to
campaign for
themselves
and for the
presidential
candidates.
This is even
a bigger
presidential
election
than usual
because it
is the first
time in
years that
an incumbent
president or
vice
president is
not running.
That means
no one
candidate
has a big
edge.
Everyone
down to the
lowest level
politico is
working hard
and excited.
Other big
news is that
we're
hearing that
no
appropriations
bills will
be passed
into law
this year. Congress may
wait until 2009
to let the
new
president
sign the
approprations
bills into
law. Given
that
Democrats
are in
leadership
in Congress,
they want to
wait and see
if Senator
Obama wins.
House Leader
Pelosi
probably
wants to
wait and
complete the
appropriations
bills then.
If funding
goes over
President
Bush's
budget caps,
they won't
have to
worry about
a veto as
Bush did
last year.
If Obama
wins the
presidency,
he would
sign the
bill.
You may
remember
that last
year, the
appropriations
bill went
over
President
Bush's cap
so he vetoed
the bill and
Congress had
to make an
across the
board cut of
all
discretionary
funding.
Certainly
President
Bush would
veto any
bill this
year that
was above
his cap.
If McCain
wins the
presidency,
he probably
would not
cut down
appropriations
funding as
aggressively
as Bush.
McCain would
be newly
elected and
would want
to make nice
with the
Democrats
and with
those in the
country who
are funded
by the
appropriations
bills, such
as Senior
Corps
stakeholders.
It is worth
it to weigh
in with
members of
Congress and
ask for more
funding for FGP, RSVP,
and SCP.
They are
more
amenable to
that now. Keep
in mind that
the bill
wouldn't
become law
until next
year.
Congress
would do
continuing
resolutions,
which means
that Senior
Corps would
continue
being funded
at the same
level as FY
2008.
But let's
not get
ahead of
ourselves.
Congress
changes
everyday.
This is just
a heads up.

Income
Eligibility
Debate |
|
Flexibility
of income
eligilibility
guidelines
for FGP and
SCP has been
discussed at
many times
in the past
and will
continue to
be debated.
NSCA is
aware that
several
members of
the CNCS
Board of
Directors
have been in
favor of
removing
income
eligiblity
guidelines
for many
years.
NSCA
continues to
pay close
attention to
these
debates.
Should there
be the
possibility
of imminent
change,
which would
include the
Reauthorization
process, it
will be
brought to
your
attention.
We continue
to ask for
your input
on this
issue and
any other
issues
pertaining
to your
programs.

| NSCA
Supports
Increased
Funding for
Older
Americans Act
Programs |
|
Last
month, NSCA
joined other
members of
the
Leadership
Council on
Aging
Organizations
(LCAO) in a
letter to
all U.S.
Senators
supporting
increased
funding for
Older Americans
Act (OAA) programs
included in
the Senate
version of
the FY 2009
Labor/Health
and Human
Services/
Education
appropriations
bill.
Proposed
funding
levels for
OAA programs
would help
lessen the
impact of
inflation,
rising fuel
and food
costs, and
other
factors
which
threaten the
ability of
these
critical
home and
community-based
services
programs to
help older
adults
remain
healthy and
independent.
The letter expressed
particular
pleasure
with the
investment
in senior
nutrition
programs and
supportive
services,
two titles
of OAA that
are most
directly
affected by
the rising
fuel and
food costs.

| Volunteering
in America |
|
CNCS
has just
released its
latest report
on
volunteering
in America. The
report
contains
city, state,
and national
profiles on
volunteering.
The profiles
include
information
on volunteer
rates,
number of
volunteers,
volunteer
hours
served,
activities,
and
organizations
where people
serve. CNCS
has created
a new
interactive
web tool -- www.VolunteeringInAmerica.gov
-- that
presents and
analyzes the
latest data
available on
volunteering
in a clear and
customizable
way.
Using the
latest U.S.
Census Bureau
data, the tool
provides
detailed
information on
volunteering
trends and
demographics
for all 50
states and 162
large and
mid-sized
cities.
In addition,
the website
contains links
to a number of
other useful
resources --
including
research
reports,
proven
strategies,
and effective
practices --
that are
designed to
help local
nonprofit
leaders target
their
recruiting
efforts more
effectively,
match local
programs with
available
volunteer
resources,
fill service
gaps, and do a
better job of
retaining
their
volunteers.

NSCA
has added a
list to the
Board of Directors
page at
the NSCA
website to
help you
find out
which
cluster your
state is in
and who your
cluster
representative
is.
There are
five
clusters.
The North
Central
Cluster, the
Atlantic
Cluster, the
Pacific
Cluster, the
Southern
Cluster, and
the
Southwest
Cluster.
Each cluster
has a FGP,
SCP, and
RSVP
representative
on the NSCA
Board.
