Priscilla brings extensive experience to the role of representing and advocating for both the universal interests of FGP, RSVP and SCP as well as the particular issues pertaining to each program.

• Strategically designed and implemented a successful advocacy campaign that saved the National Lupus Patient Registry at CDC from threatened extinction.
• Successfully obtained a line item appropriation for lupus in the President’s budget for FY 2008. Meet with the Special Assistant to the President for Domestic Policy three times in the last 18 months.
• Regularly lobbies Congress; performs appropriations work; maintains strong relationships with the administration, all relevant governmental agencies, members of Congress and their staffs.

• Tripled attendance at the Lupus Advocacy Day in just two years. Obtained other non profits to partner on the event.

In this highly visible role responsibilities included serving as resident legislative expert, tracking and analyzing legislation while providing advice on same, and developed and implemented the organization’s legislative and policy direction and its strategic plan.
• Expert policy analysis on Medicare and prescription drug policy.
• Extensive public speaking. Invited by members of congress to speak on Medicare and Social Security at 36 town hall meetings all over the country. Spoke extensively on Medicare and prescription drugs at Hill briefings and policy briefings.
• Led efforts to preserve and improve policy and legislation supportive of seniors’ issues.
• Analyzed relevant policy and legislation prepared written policy materials including testimony; testified before Congress.
• Member of the Political Action Committee, developed close relationship with many members of Congress.
• Lead lobbyist to members of Congress and the administration;
• Supervised a staff of five lobbyists.
• Appointed for two terms to chair the Health Committee of the Leadership Council of Aging Organizations, a coalition of the top 51 national organizations addressing seniors’ issues. Therefore served as lead lobbyist on health for the coalition.

This was a high visibility role which included making frequent presentations aimed at raising the university’s profile.
• Supervised a staff of eleven, including five professionals and an annual budget of nearly $1 million.
• Developed and maintained a close working relationship with federal and state officials.
• Oversaw organization of constituency groups, including the alumni, and other allies in support of the university goals.

Prior to assuming strategic planning responsibility for soliciting statewide re-election support for the Senator from associations, constituency groups and leaders during the final months of the 1994 campaign, served as liaison between the Senator and community, business and political leaders in Philadelphia and its eight surrounding counties. In this high visibility role served as a statewide spokesperson on National Health Care reform, represented the Senator at public events, acted as liaison between federal government and local elected officials, and other leaders. Directed the office and supervised a professional staff of five. Responsibilities included:

• Extensive public speaking, serving as the Senator’s surrogate
• Briefing organizations and leaders, extensive travel
• Directed and supervised constituent services staff.

During the re-election campaign, lead strategic planning and supervised fourteen subordinates charged with implementing that plan across Pennsylvania. Communicated with heads and legislative directors of constituency groups and associations statewide, as well as with volunteers. Worked actively with minority media and clergy to increase support.
